Question: Why does PREM prefer to link to ongoing activities?
PREM prefers not to start a project from scratch. This is because building a completely new data set and establishing all the relevant contacts is too time-consuming, given the standard length of PREM projects. PREM would rather fund projects with some preparatory basis or existing background research, but which have not yet explored the related environmental economic issues. An example might be a road construction project in a national park, where ecologists have conducted an environmental impact assessment and engineers have figured out the most appropriate route. In this case, environmental economists can play an important role by estimating the external costs and benefits of the proposed road to society in general.
